- Leadership and Management: The Cost Estimation Manager leads, manages, and evaluates the Utilities and Infrastructure Cost Estimation team. This involves providing guidance, direction, and support to team members to ensure efficient and effective performance.
- Planning and Scheduling: The manager plans and schedules Cost Estimation activities, ensuring that projects and tasks are appropriately prioritized and completed within designated timelines.
- Development and Execution: The manager develops, executes, and manages Estimation methods, processes, procedures, and estimation requests. They establish and maintain standardized approaches to Cost Estimation, ensuring consistency and accuracy across projects.
- Cost Benchmarking and Database Management: The manager oversees cost benchmarking exercises and is responsible for the development and maintenance of a database containing rates of all consultants, vendors, contractors, and sub-contractors. This database includes contracts, quotations, and bids, providing a comprehensive reference for future cost estimations.
- Review and Endorsement: The manager reviews and endorses Company estimates for high-value contracts or change orders. They ensure that the estimates align with established guidelines and meet the required standards of accuracy and completeness.
- Cost Estimation Generation and Supervision: The manager generates, supervises, and/or endorses Utilities and Infrastructure cost estimates, ranging from Class 5 to Class 1 estimate levels. This includes utilizing industry-standard methodologies and tools to determine project costs accurately.
- Material Take-Offs and Design Review: The manager reviews material take-offs from design drawings as part of the cost estimation process. They ensure that all required materials are accurately accounted for in the estimates.
- Project Cost Schedule Review: The manager reviews and advises on project cost schedules to ensure they align with the Company’s agreed benchmarks. They assess the reasonableness and feasibility of cost projections and provide recommendations for improvements or adjustments.
- Value Assurance: The manager assures value for money on all NEOM services, works, and materials procurement. They analyze costs, negotiate contracts, and evaluate vendor proposals to ensure optimal cost efficiency and quality.
- Objective Setting and Performance Measurement: The manager proposes and sets up Cost Estimation objectives and Key Performance Indicators (KPIs) to track and measure the team’s performance. They monitor progress, identify areas for improvement, and take corrective actions as needed.
